经国家发展改革委批准，由中国产业海外发展协会主办的2026中国对外投资合作洽谈会（简称“外洽会”）于11月3日在北京成功举办。斯洛伐克副总理兼经济部部长丹尼萨·萨科娃发表主旨演讲，国家发展改革委外资司司长张焕腾作主旨报告，中国产业海外发展协会会长和振伟致欢迎辞。乌兹别克斯坦费尔干纳州州长哈伊鲁洛·博佐罗夫，中国能建国际集团副总经理、中能建海投董事长林晓丹，吉利控股集团高级副总裁杨学良，三一集团副总经理、三一集团中亚直营公司总经理罗二喜等中外嘉宾与国内“走出去”领军企业代表先后发表主题演讲。来自斯洛伐克、乌兹别克斯坦、约旦哈希姆王国、尼加拉瓜、马尔代夫、莫桑比克的6位驻华大使参与大使对话环节。
本届外洽会以“高质量共建‘一带一路’、共创发展繁荣新格局”为主题，聚焦能源、交通、基础设施建设、信息技术与人工智能、医药健康、现代农业等重点领域国际投资合作。大会设置12场专题活动，议题覆盖智能原生石油化工产业发展、人工智能产业出海合作、智慧医疗健康创新发展、法商融合出海服务、产教融合国际合作、生物医药国际投资、“里海周”投资推介、ESG合规与零碳工厂项目落地、清真数字信任、全球供应链体系建设等多个方向。为响应国内企业“走出去”的实际需求，大会配套组织200余场“一对一”洽谈交流，供参会各方精准磋商、对接合作。活动同步开设投资斯洛伐克推介会、国别投资项目发布会以及“斯洛伐克之夜”主宾国交流活动，持续赋能中外双向投资对接，拓展高质量共建“一带一路”务实合作。
作为推动对外投资合作的重要国际平台，本届外洽会着力搭建中外洽谈对接与综合服务载体，广泛汇聚投资机遇与经贸信息，促进各方共享发展红利，是展示共建“一带一路”合作成果、传递互利共赢理念的重要对外窗口，推动中国式现代化与高质量共建“一带一路”的发展成果惠及各国人民。
The 2026 COIFAIR Successfully Held in Beijing
Approved by the National Development and Reform Commission (NDRC) and hosted by the China Overseas Development Association (CODA), the 2026 China Overseas Investment Fair (COIFAIR) was successfully held in Beijing on November 3. Denisa Saková, Deputy Prime Minister and Minister of Economy of Slovakia; Zhang Huanteng, Director-General of the Department of Foreign Capital and Overseas Investment of the NDRC; and He Zhenwei, President of CODA, attended the event and delivered remarks. Keynote speeches were delivered by Chinese and foreign guests and representatives of leading Chinese enterprises going global, including Khayrullo Bozorov, Governor of Fergana Region of Uzbekistan; Lin Xiaodan, Deputy General Manager of CEEC International Group and Chairman of CEEC Overseas Investment Co., Ltd.; Yang Xueliang (Victor Yang), Senior Vice President of Geely HoLuding Group; and Luo Erxi, Vice GM of SANY Group, General Manager of Central Asia Direct Sales Company of SANY Group. Six ambassadors to China from Slovakia, Uzbekistan, the Hashemite Kingdom of Jordan, Nicaragua, Maldives, and Mozambique participated in the Ambassador Dialogue session. A signing ceremony for enterprise cooperation projects was held alongside the conference.
With the theme of “High-Quality Belt and Road Cooperation, Jointly Creating a New Pattern ofDevelopment & Prosperity,” 2026 COIFAIR focused on international investment cooperation in key areas such as energy, transportation, infrastructure development, information technology and artificial intelligence, healthcare, and modern agriculture. Twelve special sessions were arranged, covering topics including the development of the AI-native petrochemical industry, overseas cooperation for the AI industry, innovative development of smart healthcare, legal-business integrated services for global expansion, international cooperation on industry-education integration, international investment in biomedicine, the “Caspian Week” investment promotion, ESG compliance and implementation of zero-carbon factory projects, halal digital trust, and global supply chain system building, among others. To meet the practical needs of Chinese enterprises going global, more than 200 one-on-one matchmaking meetings were organized as supporting events for participating parties to conduct targeted consultations and cooperation discussions. Parallel events included the Slovakia Investment Promotion Seminar, the Country-specific Investment Project Launch Event, and the “Slovakia Night” guest-country-of-honor exchange event, continuously empowering two-way investment matchmaking between China and foreign partners and expanding practical cooperation under the high-quality Belt and Road Initiative.
As a major international exhibition and conference platform in China for promoting outward investment and cooperation, this year’s COIFAIR focused on building a vehicle for Chinese and foreign business matchmaking and integrated services. It brought together investment opportunities and economic and trade information to promote the sharing of development dividends among all parties. It serves as an important external window for showcasing Belt and Road cooperation achievements and conveying the vision of mutual benefit and win-win outcomes, helping ensure that the fruits of China’s modernization drive and high-quality Belt and Road cooperation benefit people of all countries.
