8月6日上午,俄罗斯第十一届东方经济论坛推介会在北京港澳中心举行,中国产业海外发展协会会长和振伟应邀出席,并主持“俄罗斯远东地区与中国各省市合作”专题会议。本次会议旨在围绕俄罗斯远东地区与中国地方合作新机遇搭建务实交流平台。俄罗斯会展基金会副总裁巴甫洛夫、北京市商务局副局长张华雨、俄罗斯中国总商会会长周立群出席开幕式并致辞,俄罗斯驻华使馆高级参赞库兹明内赫、俄罗斯远东和北极发展集团副总裁卡梅涅夫以及中俄两国政府部门、商协会和企业代表200余人参加活动。

和振伟主持会议时强调指出,今年上半年中俄两国贸易额实现大幅增长,预计全年将突破2000亿美元并再创新高。在此背景下,探讨如何推动俄罗斯远东与中国各省市开展合作具有非常重要的现实意义,可以为中俄两国经贸合作寻找新的增长点。本次会议邀请中俄两国10位嘉宾围绕中俄地方合作、跨境物流、产业协同、投资合作等议题展开深入交流。中国自贸区哈尔滨片区管委会副主任张建国、中国物流集团中铁物总供应链科技集团总经理欧阳兵、黑龙江交投物贸集团董事长马清川、中俄机电商会副会长盛国飞、中晟国金集团董事长贯昌军,以及俄罗斯远东和北极发展集团副总裁卡梅涅夫、ИФР-1公司总经理穆拉什科、俄罗斯对外经济银行驻华首席代表索布琴科、德洛集团政府关系总监沃罗诺夫等先后发言,介绍各自领域合作基础、项目进展和下一步合作设想。

在主持过程中,和振伟结合中俄经贸合作实际,重点引导与会嘉宾就如何进一步发挥地方和企业主体作用、推动贸易合作向投资和产业合作延伸、提升跨境物流和供应链协同水平等问题进行讨论。与会嘉宾认为,俄罗斯远东地区资源禀赋突出、区位优势明显,与中国东北以及其他省市在能源、装备制造、物流运输、农产品加工、数字经济等领域具有较强互补性,双方应进一步加强政策沟通和项目对接,推动更多务实合作成果落地。

本次会议还围绕跨境物流和技术合作等重点方向进行了深入交流。俄方介绍了远东地区新的投资支持政策和国际超前发展区等机制,中俄企业代表就物流通道建设、产业技术合作、电子商务、绿色经济和人工智能等领域合作交换意见。现场交流显示,中俄地方合作正由传统贸易往来不断向产业链、供应链和投资合作等更深层次拓展。

推介会期间,200余名中俄企业代表参加B2B对接洽谈,并围绕具体项目和合作需求进行了交流。

俄罗斯第十一届东方经济论坛将于2026年9月1日至4日在俄罗斯符拉迪沃斯托克举行,本届论坛主题为“远东:造福人民的发展”。此次推介会为论坛正式举办前中俄双方深化地方合作、推动企业对接提供了重要平台。和振伟此次出席并主持专题会议,也进一步加强了中国产业海外发展协会与俄罗斯有关政府机构、商协会及企业之间的交流,为协会继续服务中国企业参与俄罗斯远东地区投资合作、推动中俄地方经贸合作走深走实创造了有利条件。



He Zhenwei Attends and Chairs Thematic Meeting on Cooperation Between the Russian Far East and Chinese Provinces and Cities

On the morning of August 6, a promotional event for the 11th Eastern Economic Forum of Russia was held at the Beijing Hong Kong Jockey Club Clubhouse. He Zhenwei, President of the China Overseas Development Association, attended the event upon invitation and chaired the thematic meeting on “Cooperation Between the Russian Far East and Chinese Provinces and Cities.” The meeting aimed to establish a practical platform for exchanges focusing on new opportunities for cooperation between the Russian Far East and Chinese localities. Pavlov, Vice President of the Roscongress Foundation; Zhang Huayu, Deputy Director of the Beijing Municipal Commerce Bureau; and Zhou Liqun, President of the Chinese Chamber of Commerce in Russia, attended and addressed the opening ceremony. Kuzminykh, Senior Counselor of the Embassy of the Russian Federation in China; Kamenev, Vice President of the Far East and Arctic Development Corporation; and more than 200 representatives from government departments, business associations and enterprises of China and Russia also attended the event.

While chairing the meeting, He Zhenwei emphasized that trade between China and Russia had achieved substantial growth in the first half of this year and was expected to exceed USD 200 billion for the full year, reaching a new record high. Against this backdrop, exploring ways to promote cooperation between the Russian Far East and various Chinese provinces and cities is of great practical significance and could create new growth drivers for China-Russia economic and trade cooperation.

The meeting brought together ten Chinese and Russian guests for in-depth discussions on such topics as local cooperation between China and Russia, cross-border logistics, industrial coordination and investment cooperation. Speakers included Zhang Jianguo, Deputy Director of the Administrative Committee of the Harbin Area of the China Pilot Free Trade Zone; Ouyang Bing, General Manager of China Railway Materials Supply Chain Technology Group under China Logistics Group; Ma Qingchuan, Chairman of Heilongjiang Transportation Investment Materials and Trade Group; Sheng Guofei, Vice President of the China-Russia Chamber of Commerce for Machinery and Electronic Products; Guan Changjun, Chairman of Zhongsheng Guojin Group; as well as Kamenev, Vice President of the Far East and Arctic Development Corporation; Murashko, General Manager of IFR-1; Sobchenko, Chief Representative of VEB.RF in China; and Voronov, Director of Government Relations at Delo Group. They introduced the foundation for cooperation, progress of relevant projects and their plans for future collaboration in their respective fields.

During the discussion, He Zhenwei drew on the realities of China-Russia economic and trade cooperation and guided the participants in focusing on how to further leverage the role of local governments and enterprises, extend trade cooperation toward investment and industrial cooperation, and improve coordination in cross-border logistics and supply chains. Participants noted that the Russian Far East enjoys abundant resources and distinctive geographical advantages, and is highly complementary with Northeast China and other Chinese provinces and cities in such sectors as energy, equipment manufacturing, logistics and transportation, agricultural product processing and the digital economy. Both sides should further strengthen policy communication and project matchmaking to facilitate the implementation of more practical cooperation outcomes.

The meeting also featured in-depth exchanges on key areas including cross-border logistics and technological cooperation. The Russian side introduced new investment support policies and mechanisms in the Far East, including international territories of advanced development. Representatives of Chinese and Russian enterprises exchanged views on cooperation in the development of logistics corridors, industrial and technological collaboration, e-commerce, the green economy and artificial intelligence. Discussions at the event showed that local cooperation between China and Russia is continuing to expand beyond traditional trade toward deeper cooperation in industrial chains, supply chains and investment.

During the promotional event, more than 200 representatives of Chinese and Russian enterprises participated in B2B matchmaking sessions and exchanged views on specific projects and cooperation needs.

The 11th Eastern Economic Forum will be held in Vladivostok, Russia, from September 1 to 4, 2026, under the theme “The Far East: Development for the Benefit of the People.” The promotional event provided an important platform for China and Russia to deepen local cooperation and promote business matchmaking ahead of the Forum. He Zhenwei’s participation in the event and chairing of the thematic meeting further strengthened exchanges between the China Overseas Development Association and relevant Russian government agencies, business associations and enterprises, creating favorable conditions for the Association to continue supporting Chinese enterprises in investment and cooperation in the Russian Far East and promoting deeper and more substantive local economic and trade cooperation between China and Russia.
