6月4日下午,第29届圣彼得堡国际经济论坛举行“中俄商务对话”,和振伟会长应邀出席并发表演讲。本次商务对话主要聚焦中俄经贸合作新机遇,围绕双边贸易、投资、能源、农业、数字技术、物流瓶颈、远东开发、地区合作和金融支持等议题展开深入交流。中国驻俄罗斯大使张汉晖发表视频致辞,俄罗斯远东和北极地区发展部部长切昆科夫、工业与贸易部副部长格鲁杰夫、阿穆尔州州长奥尔洛夫、中俄地区合作发展投资基金莫斯科管理公司总经理鲁斯塔姆等出席会议并演讲。会议由俄罗斯总统可持续发展目标国际组织事务特别代表、中俄友好、和平与发展委员会俄方主席季托夫和俄罗斯中国总商会会长周立群共同主持。
和振伟在演讲中表示,中俄关系基础牢固、合作成果丰硕,两国经贸合作已形成政治互信深厚、产业互补明显、市场联系紧密、企业合作活跃的良好格局。2018年中俄双边贸易额首次突破1000亿美元,2023年提前突破2000亿美元;2026年1—4月,中俄贸易额达到852亿美元,同比增长19.7%,为两国向3000亿美元贸易目标迈进奠定了良好基础。
和振伟指出,中俄贸易额快速增长,说明两国合作韧性强、潜力大。面向未来,要实现更高水平、更高质量的经贸合作,关键是培育新的增长点,推动贸易、投资、服务、金融等领域协同发展。
和振伟围绕下一阶段中俄经贸合作提出三点建议。
第一,以投资合作带动贸易增长。当前,中国企业国际化发展需求更加迫切。随着国内市场竞争加剧、部分行业需求变化,越来越多中国企业需要通过国际化布局拓展发展空间。未来应鼓励更多中国企业在俄罗斯开展制造业、高科技、能源装备、矿业设备、农业加工和绿色产业投资,通过本地化生产、联合研发、供应链协同带动双边贸易增长。
第二,以服务贸易和人文交流拓展合作空间。随着中俄阶段性双向免签安排陆续实施,两国人员往来、旅游合作、商务考察和文化交流迎来新的发展机遇。当前全球服务贸易占全球贸易比重持续提升。相比之下,中俄服务贸易仍有较大提升空间,两国在旅游、演艺、会展、教育、医疗康养、数字服务和创意产业都可以成为中俄服务贸易的新增长点。以文化演艺为例,轩辕集团在哈尔滨建设俄式大剧院,为俄罗斯优秀演出和文化项目进入中国市场提供了新的平台。人文合作能够增进两国人民相互了解和信任,也将进一步促进经贸合作发展。
第三,以金融合作破解贸易和投资瓶颈。和振伟表示,金融结算便利化是保障中俄贸易稳定增长的重要条件。未来应继续发挥中俄地区合作发展投资基金等平台作用,推动两国金融机构、地方银行和企业之间加强合作,为项目投资、贸易结算、产业园区建设和跨境供应链合作提供更加稳定、高效的金融服务。他特别提到,VTB、哈尔滨银行等金融机构在服务中俄经贸合作中发挥了积极作用。中海协愿继续推动地方银行与俄罗斯金融机构开展合规务实合作,帮助企业降低交易成本、提升结算效率、防范投资风险,为中俄贸易和投资合作创造更好条件。
会议期间,和振伟与来自中俄政府部门、工商界、金融机构和企业代表进行了深入交流。与会各方认为,中俄经贸合作正站在新的历史起点上,应继续发挥两国产业互补、市场互通和地方合作优势,在投资、服务贸易、金融、能源、农业和数字经济等领域形成更多务实合作成果,为早日实现双边贸易额3000亿美元目标贡献力量。
He Zhenwei Attends the 29th St. Petersburg International Economic Forum and Delivers Speech at the "Russia-China Business Dialogue"
On the afternoon of June 4, He Zhenwei, President of the China Overseas Development Association (CODA), was invited to attend and deliver a keynote speech at the "Russia-China Business Dialogue," held during the 29th St. Petersburg International Economic Forum. Focusing on new opportunities in bilateral economic and trade cooperation, the dialogue brought together representatives from government, business communities, and financial institutions of both countries for in-depth discussions on issues including bilateral trade, investment, energy, agriculture, digital technology, logistics, Far East development, and financial support. Zhang Hanhui, Chinese Ambassador to Russia, delivered a video address, while several senior Russian officials were also present at the event.
In his speech, He pointed out that the foundation of Russia-China relations is solid, and their economic and trade cooperation has formed a favorable pattern characterized by deep political mutual trust, distinct industrial complementarity, and close market ties. Data shows that bilateral trade volume grew from surpassing $100 billion in 2018 to reaching $240.2 billion in 2023. In the first four months of 2026 alone, the trade volume hit $85.2 billion, a year-on-year increase of 19.7%, laying a solid foundation for achieving the $300 billion trade target. He emphasized that to meet future demands for higher-level cooperation, the key lies in cultivating new growth drivers and promoting synergistic development across multiple sectors.
To this end, He put forward three core proposals: First, driving trade growth through investment cooperation. He encouraged more Chinese enterprises to engage in localized production and joint R&D in Russia in fields such as manufacturing, high-tech industries, energy equipment, and green industries, thereby expanding development space through supply chain synergy. Second, broadening cooperation through service trade and cultural exchanges. Capitalizing on the benefits of the mutual visa-free policy, he called for vigorous development of non-resource sectors like tourism, performing arts, medical and health care, and digital services. Citing the XuanYuan Group's construction of a Russian-style grand theater in Harbin as an example, he highlighted the positive role of cultural exchanges in enhancing mutual trust and boosting economic and trade ties. Third, overcoming bottlenecks through financial cooperation. He urged leveraging platforms like investment funds and promoting practical, compliant cooperation between local banks and financial institutions of both countries to improve settlement efficiency, reduce transaction costs, and provide stable, efficient financial services for cross-border supply chains.
Participants reached a consensus that Russia-China economic and trade cooperation stands at a new historical starting point. They agreed to continue leveraging complementary advantages to achieve more tangible outcomes in various practical fields, jointly contributing to the early realization of the bilateral trade goals.
