1月19日，刘剑青副秘书长一行赴湖南湘潭，出席“湘潭企业出海”主题座谈会。本次会议以“共建服务平台，护航湘企出海”为核心议题，政企学研多方代表齐聚一堂，共商湘潭企业拓展海外市场、实现高质量发展良策。中海协法律服务专委会副理事长胡勇平、秘书长何蓓陪同参会。
刘剑青指出，当前全球产业链加速重构，我国高水平对外开放持续向纵深推进，湖南企业出海正处于从“产品走出去”向“产业走出去”升级的关键阶段。与此同时，企业跨境经营面临的政策壁垒、合规风险、资源分散等现实挑战依然突出，迫切需要一个能够对接国家优质资源、整合全链条专业服务、精准破解出海痛点的综合性服务平台。此次座谈会的召开，正是精准响应企业急难愁盼诉求、扎实服务国家高水平对外开放战略的务实之举，对凝聚多方合力、赋能湘企出海意义重大。
胡勇平强调，企业出海绝非“说走就走的旅程”，而是需要法律先行、谋定后动、步步为营的系统工程。未来，中海协法律服务专委会将通过强化政策精准对接、深耕跨境法律服务专业能力、协同各方共建出海服务生态、扎根湖湘本土做实落地服务等举措，推动湘潭服务站切实成为湘企出海路上保驾护航的“避风港”、赋能提质的“加油站”。
与会嘉宾围绕湘企出海的痛点难点与高质量发展需求展开深入研讨，凝聚广泛共识。湖南省政府原副秘书长黄卫东、法治智库专家漆查帮、国家再保险公司原处长李晓宝、湖南瀛启（湘潭）律师事务所主任邹林华等先后发言，大家一致认为，新时代背景下湘企出海不能仅停留在传统意义上的营商环境优化层面，更要立足新发展格局，以“新质生产力”理念赋能出海服务体系升级，聚焦跨境合规、风险防控、资源整合、要素对接等核心需求，今后需充分依托中海协平台优势与专业化服务能力，打通政策解读、资源匹配、法律服务、风险兜底的全链条支撑通道，切实助力湘企有效规避海外经营风险、持续提升国际化运营能力与核心竞争力，真正实现从“走出去”到“走得稳、走得优、走得远”的跨越式发展。
China Overseas Development Association Visits Xiangtan for Joint Development Discussions, Gathering Efforts to Safeguard High-Quality Overseas Expansion of Hunan Enterprises
On January 19, Liu Jianqing, Deputy Secretary-General of the China Overseas Development Association, led a delegation to Xiangtan, Hunan Province, to attend a themed symposium on "Xiangtan Enterprises Going Global." The meeting focused on the core topic of "Building a Service Platform Together to Safeguard Hunan Enterprises' Overseas Expansion," bringing together representatives from government, enterprises, academia, and research institutions to jointly explore effective pathways for supporting Xiangtan enterprises in expanding overseas markets and achieving high-quality development. In his remarks, Liu Jianqing pointed out that against the backdrop of accelerated restructuring of global industrial chains and China's deepening high-level opening-up, Hunan enterprises are at a critical stage of upgrading from "products going global" to "industries going global." However, they simultaneously face practical challenges such as policy barriers, compliance risks, and fragmented resources. There is an urgent need for a comprehensive platform that can connect with national resources and integrate full-chain professional services to provide support. Hu Yongping, Vice Chairman of the Legal Service Committee of the Association, emphasized that overseas expansion for enterprises is a project that requires legal groundwork and systematic planning. The committee aims to strengthen policy alignment, deepen cross-border legal services, and collaborate in building a service ecosystem, striving to establish the Xiangtan service station as a "safe harbor" and a "refueling station" for Hunan enterprises on their overseas journey. Through in-depth discussions, the participating guests reached a consensus that in the new era, the overseas expansion of Hunan enterprises should go beyond traditional business environment optimization. It should be empowered by the concept of "new quality productive forces" to upgrade the service system, fully leveraging the platform and professional capabilities of the Association. By focusing on core needs such as cross-border compliance, risk prevention and control, and resource integration, a full-chain support channel from policy interpretation to risk underwriting should be built. Ultimately, this will assist Hunan enterprises in achieving a leapfrog development from "going global" to "going steadily, going excellently, and going far."
