为积极响应2025年9月12日国务院常务会议关于“打造出海综合服务港、建立海外综合服务站、增强商协会服务功能、培育一批跨境能力强的专业服务机构”部署要求，进一步加快西安中欧班列经济圈建设步伐，1月14日，中国产业海外发展协会、中国国际贸易促进委员会西安市分会、西安浐灞国际港管委会三方，共同发起并签署合作协议，联手设立“中国（西安）出海综合服务港”及入住“一带一路”国际商事法律服务示范区（中央法务区）。陕西省及西安市有关部门、单位代表，共同参加和见证了签约仪式。
这标志着全国首个“央地协同、内外联通”，专注于企业出海全链条一站式综合服务平台在西安启动并运营。该平台将聚合法律、金融、物流、咨询等多领域相关资源优势，为中国企业更高质量走向全球提供坚实支撑。
作为高能级一站式公共服务平台，“中国（西安）出海综合服务港”将汇聚政府与专业机构优质资源，全方位对接国际规则，建设成为企业出海服务的“总调度”与“资源池”。一方面，该服务港将立足西安古丝绸之路起点、国家中心城市及中欧班列核心枢纽的叠加优势，以“链接亚欧、服务全国、辐射全球”为主导，着力打造集政策集成、物流枢纽、产业赋能和跨境服务于一体的综合性出海服务平台。另一方面，依托中欧班列（西安）集结中心与中国-中亚合作战略机遇，该平台将构建“陆空联动、境内外协同、全链条覆盖”的出海服务生态，成为中国西部企业拓展中亚、欧盟、东盟等市场的“一站式启航港”。该平台将设立政策咨询、项目对接、风险防控、商法服务、调解仲裁、金融信贷、国别指南、摩擦预警、海外安保、人才培养等专业板块，为企业提供从前期规划到落地运营的全流程、跨链条系统性支持，着力提升中国企业国际化经营与海外权益保障能力。
签约后，中国（西安）出海综合服务港工作座谈会随即召开，来自有关高校智库、律师事务所、知识产权、物流、金融等机构和出海企业代表，以及临汾、运城、平凉、庆阳等西安周边有关城市代表共30余位专家学者与企业家聚集一堂，围绕平台功能优化与企业出海需求展开交流，集中反映了境外经营中遇到的难点与风险，并就服务港如何精准赋能提出一系列建议。签约方相关负责人表示，将充分吸纳各方意见，持续优化服务机制，切实提升平台服务实效，贯彻落实好国务院常务会议的部署要求。
接下来，“中国（西安）出海综合服务港”将持续深化与国家和省、市有关部门的协同与交流，不断拓展服务网络、多渠道提升服务能级。通过定期举办供需对接、培训交流等活动，努力消除企业出海信息壁垒，不断增强西安乃至周边省市企业的国际竞争力，全力建设成为中国西部领先的企业出海综合服务高地，为西安国家中心城市及中欧班列经济圈建设注入高质量发展新动能。
China's First "Central-Local Linkage, Internal-External Connectivity" Overseas Comprehensive Service Hub Established in Xi'an
China's first "central-local linkage, internal-external connectivity" overseas comprehensive service hub has been established in Xi'an. The platform was jointly initiated by the China Overseas Development Association, the Xi'an Branch of the China Council for the Promotion of International Trade, and the Management Committee of the Xi'an Chanba International Port. It aims to implement the relevant arrangements of the executive meeting of the State Council and provide one-stop services for enterprises expanding overseas.
The service hub will integrate resources in legal, financial, logistics, consulting, and other fields, building a full-chain service system covering policies, project matching, risk management, legal services, and finance. Leveraging Xi'an's geographical advantages and the China-Europe Railway Express, it will help enterprises expand into international markets. The platform is committed to serving as the "central coordinator" and "resource pool" for enterprises going global, enhancing their capabilities in international operations and overseas rights protection.
After the signing, a symposium was held, where representatives from various sectors provided suggestions for optimizing the platform's functions. The platform will continue to improve its service mechanisms, strengthen collaboration and coordination, support enterprises in achieving high-quality overseas expansion, and contribute to the development of Xi'an as a national central city and the China-Europe Railway Express economic circle.
