1月8日,中海协副秘书长刘剑青一行赴湖南省常德高新区,围绕企业国际化发展、跨境法律风险防控等核心议题,与区政府相关部门负责人座谈交流,旨在为常德高新区产业升级及区内企业稳健“走出去”筑牢法治保障,中海协法律服务专委会副理事长胡勇平、秘书长何蓓一同参会。
刘剑青介绍了中海协基本情况,她表示,本会深耕企业海外发展与国际产能合作领域,核心服务国家“走出去”战略与共建“一带一路”倡议,长期发挥政府与企业间的桥梁纽带作用,聚焦企业出海全流程需求,提供政策对接、海外市场资源链接、跨境合规咨询、法律风险防控等一站式全链条服务,助力企业稳健开拓海外市场。
胡勇平表示,今后将充分发挥跨境法财税一体化服务优势,聚焦常德高新区企业出海核心需求,针对投资备案办理、海外风险评估、供应链合规审查、跨境争议解决等关键痛点,提供全流程、专业化、定制化服务,为园区企业稳健出海保驾护航、赋能增效。
高新区政府办、商务局、招商合作局、招商促进事务中心及高新控股集团等负责人先后发言,现场讨论热烈,各方一致认为,中海协在企业出海服务、跨境产业协同领域资源深厚、经验丰富,与高新区产业培育、招商引智、企业国际化发展需求高度契合。后续可依托中海协平台优势,联动政府办统筹协调、商务局外贸服务、招商合作局与招商促进事务中心项目对接、高新控股集团资源配套的多方合力,搭建园区企业出海服务通道,精准链接海外优质资源,推动园区优势产业走出去、海外优质项目引进来,实现政企协同、双向赋能,共促高质量发展。
通过本次座谈,双方成功搭建常态化沟通协作桥梁,为后续务实合作筑牢坚实基础。双方将以此次交流为契机,加快推动各项合作事项落地见效,携手助力常德市高新区优质产业扬帆出海、稳健远航,共同推动区域产业高质量国际化发展。
China Overseas Development Association (CODA) Holds Talks with Changde High-tech Zone, Hunan Province
On January 8, a CODA delegation led by Deputy Secretary-General Liu Jianqing visited Changde High-tech Zone in Hunan Province to hold discussions with relevant district government departments on topics including enterprise internationalization and cross-border legal risk prevention. The meeting aimed to strengthen legal safeguards for the zone’s industrial upgrading and local enterprises’ steady “going global.” Also participating were Hu Yongping, Vice Chairman of CODA’s Legal Services Committee, and He Bei, Secretary-General of the committee.
Liu Jianqing introduced CODA’s strengths in supporting enterprises’ overseas development, international industrial capacity cooperation, and cross-border compliance services. She stated that CODA will continue to provide one-stop services such as policy coordination, overseas resource linkage, compliance consulting, and legal risk prevention to support enterprises in expanding globally in a sound and steady manner.
Hu Yongping noted that the committee will leverage its integrated cross-border legal, fiscal, and taxation service capabilities to address key needs of enterprises in the zone. Customized support will be offered in areas such as investment record-keeping, overseas risk assessment, supply chain compliance reviews, and cross-border dispute resolution.
Responsible persons from the High-tech Zone’s General Office, Bureau of Commerce, Investment Promotion Bureau, Investment Promotion Center, and Gaoxin Holding Group spoke at the meeting. They expressed that CODA has rich experience and resources in supporting enterprises’ overseas development and cross-border industrial collaboration, which align closely with the zone’s needs in industrial cultivation, investment attraction, talent introduction, and enterprise internationalization. Going forward, the two sides will build on CODA’s platform to link government departments and state-owned enterprise resources, creating a dedicated service channel for enterprises in the zone to “go global.” This will help connect local competitive industries with high-quality overseas resources and bring in advanced overseas projects, achieving two-way empowerment through government-enterprise collaboration and promoting high-quality development.
Through this discussion, both sides established a regular communication and cooperation mechanism, laying a solid foundation for future practical cooperation. Taking this exchange as an opportunity, they will accelerate the implementation of various cooperative initiatives, and work together to support Changde High-tech Zone’s competitive industries in “sailing overseas” steadily, and promote the high-quality internationalization of the region’s industries.
