12月1日上午，和振伟会长陪同全国政协常委、教育部原副部长孙尧，教育部职业教育发展中心副主任任占营等，在中智集团围绕“一带一路”海外项目人才培养与开展就业合作进行调研和座谈。中智集团董事长卜玉龙、总经理王晓梅、总会计师王洁民、中智科技董事长王康等参加。
卜玉龙对孙尧一行莅临指导表示热烈欢迎，共同参观中智集团企业文化展和发展历程。中智集团作为唯一以人力资源为主业的央企，服务对象多是世界500强和中国500强企业，客户超过5万家，连续18年领航中国人力资源服务业。
卜玉龙表示，中智集团在教育部的指导和职业教育发展中心支持下，愿发挥人力资源服务和职业教育资源优势，与中海协密切配合，着力在职业教育改革、产教融合、国际化人才培养等方面开展更深层次、更广泛合作，为建设教育强国、人才强国作出新的更大贡献。
和振伟表示，中海协在国家发展改革委的指导下，长期致力于共建“一带一路”合作和服务企业“走出去”投资兴业。随着高质量共建“一带一路”的持续推进，中方企业海外投资遍布全球各地，迫切需要大批量通晓中外文化、具备专业能力的国际化人才。虽然每年都有不少国内外留学生毕业，但就推进“一带一路”合作需求而言不免“捉襟见肘”。作为连接国内企业“走出去”和将海外经贸资源“引进来”的交流平台，中海协具有独特优势：一是拥有覆盖能源、基础设施、制造业等领域的央国企会员网络，二是与多国驻华使馆建立了紧密合作与互动关系，三是可通过线上线下直通车方式，既可为海内外留学生提供便利化就业服务，也可根据企业人才需求提供多方面的专业人才信息。
孙尧对中智集团作为人力资源服务“国家队”的使命担当给予充分肯定，并强调指出人才强国既是国家战略，也是高质量共建“一带一路”的重要支撑。中智集团与中国产业海外发展协会要发挥各自优势，在海外项目人才培养、高质量就业和拓展就业渠道方面加强合作，深化产教融合，健全国际化人才培养与就业服务体系，为深度推进“一带一路”合作注入更多人才动能。
各方共同认为并表示应加强沟通交流与协作，教育部职业教育发展中心、中智集团、中海协和共建“一带一路”企业，应围绕基础设施、能源、金融、物流等领域，深入了解资讯信息和挖掘企业人才需求，积极与各国驻华使馆、商务机构和各国院校构建交流合作网络，拓展和持续为国际化人才创造就业机会，努力为践行高质量共建“一带一路”贡献智慧力量。

He Zhenwei Accompanies Sun Yao on Research Visit to CIIC Group
On December 1, He Zhenwei, President of the China Overseas Development Association (CODA), accompanied Sun Yao, Standing Committee Member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and former Vice Minister of Education, on a research visit to CIIC Group. The visit included a symposium focused on talent cultivation and employment cooperation for overseas projects under the Belt and Road Initiative (BRI). Participants also included Ren Zhanying, Deputy Director of the Vocational Education Development Center of the Ministry of Education.
Bu Yulong, Chairman of CIIC Group, expressed that the group will leverage its strengths in human resources services and vocational education to deepen cooperation with CODA. Together, they aim to advance vocational education reform and cultivate talent with international competencies.
He Zhenwei highlighted that as Belt and Road cooperation progresses, there is an urgent need for a large number of professionals who are well-versed in both Chinese and foreign cultures. CODA, with its extensive network of member enterprises and embassy resources, can serve as an efficient platform connecting overseas and returnee students with employment opportunities while addressing corporate talent demands.
Sun Yao emphasized that building a strong talent pool is both a national strategy and a key support for high-quality Belt and Road cooperation. He urged CIIC Group and CODA to strengthen collaboration, deepen industry-education integration, and improve the system for cultivating international talent and employment services, thereby providing robust talent support for Belt and Road cooperation.
All parties agreed to enhance communication, identify talent needs in sectors such as energy, infrastructure, and finance, and expand cooperation networks with foreign embassies in China and educational institutions. They committed to jointly contributing to the high-quality development of the Belt and Road Initiative.
