11月16日，中海协法律服务专委会首次工作会议在北京长安俱乐部办公驻地顺利召开。中海协副秘书长刘剑青莅临会议，与专委会名誉理事长王公义、理事长潘传平、秘书长何蓓等十余位专委会核心成员及中海协理事单位、会员单位代表展开深度座谈交流。本次会议由专委会秘书长何蓓主持。
刘剑青在听取专委会工作汇报后，对专委会成立初期展现的高效务实作风与专业履职精神给予高度评价。她指出，当前全球产业链供应链加速重构，我国对外投资合作正从规模扩张向质量效益转型，跨境法律服务作为保障企业海外合规经营、防范国际法律风险的核心支撑，已成为提升中企“走出去”核心竞争力的关键要素。为夯实专委会规范化运作基础，刘剑青副秘书长现场宣读中海协《关于设立分支机构工作的暂行办法》《专委会财务报销管理办法》及《关于加强分支机构规范化管理的通知》三项制度文件，明确专委会运营的合规边界与管理要求，为后续工作开展提供坚实制度保障。
王公义提出，专委会将以全国80万执业律师为核心资源池，构建“专业赋能+资源联动”的跨境法律服务平台，聚焦中企海外投资中的重大疑难法律事务，提供精准化、定制化解决方案。同时，将深化与国际顶尖涉外律师事务所的战略合作，搭建跨境法律资源共享网络，打通中企出海法治服务“最后一公里”。
潘传平表示，专委会将建立与中海协会员单位、各分支机构的常态化协同机制，依托自身专业优势，为会员单位在跨境贸易、海外投融资、知识产权跨境保护、跨境争议解决等领域提供全维度法律支持，精准破解涉外法务痛点难点。此外，专委会将牵头组建由法学权威专家、资深涉外律师组成的专业智库，系统构建中国企业出海综合法律服务标准化体系，打造覆盖投资前合规尽调、投资中风险管控、投资后纠纷处置的全生命周期法律服务链条，为中企出海提供高标准、规范化的法治保障。
何蓓代表专委会汇报阶段性工作计划时强调，专委会将在中海协的统筹指导下，聚焦中企出海核心法治需求，以专业化法律服务为引领，联动地方政府、产业园区搭建区域性跨境法律服务枢纽，推动法治资源与产业需求深度对接，为出海企业行稳致远筑牢法治屏障。
会议期间，专委会副理事长宋骁、企业出海法律服务标准化技术部主任刘建仓通过线上会议系统远程参会，围绕专委会业务布局、标准化建设等议题分享见解。与会代表结合自身实践经验，就跨境法律风险防控、涉外法律服务模式创新等内容展开热烈研讨，凝聚广泛共识。中海协办公室副主任曲晔晖、主管张晨飞及专委会各职能部门人员一同参加会议。
作为本次会议的重要环节，刘剑青副秘书长代表中海协为新增理事单位北京启邦显辉律师事务所、会员单位瀛启启邦显辉(长沙)联营律师事务所及山西贤允律师事务所举行授牌仪式。此次授牌标志着三家专业机构正式纳入中海协法律服务生态体系，将进一步充实跨境法律服务专业力量，提升专委会服务能级。
本次会议的成功召开，明确了专委会的核心定位与发展方向，为构建专业化、标准化、国际化的中企出海法律服务体系奠定了坚实基础，对推动我国对外投资合作高质量发展具有重要意义。

On November 16, the first working conference of the Legal Services Professional Committee of the China Overseas Development Association (CODA) was held at Beijing’s Chang’an Club. CODA Deputy Secretary-General Liu Jianqing attended and addressed the meeting, engaging in discussions with core members including Honorary Chairman Wang Gongyi, Chairman Pan Chuanping, Secretary-General He Bei, and representatives from member units.
Liu commended the committee’s efficient and pragmatic approach, emphasizing that cross-border legal services are key to enhancing the competitiveness of Chinese enterprises "going global." She announced three regulatory documents—the "Interim Measures for Establishing Branches," "Financial Reimbursement Management Measures for Committees," and "Notice on Strengthening Standardized Management of Branches"—to solidify compliance foundations.
Wang Gongyi proposed building a "professional empowerment + resource integration" platform leveraging a national pool of 800,000 lawyers, deepening international cooperation to address legal challenges for enterprises overseas. Pan Chuanping stated the committee will establish regular collaboration mechanisms with CODA members, form an expert think tank, and develop a standardized legal service system covering the entire investment lifecycle. He Bei outlined plans to collaborate with local governments to create regional legal service hubs, aligning resources with industrial needs.
The meeting included online participation from Vice Chairman Song Xiao and others, focusing on business planning and standardization. Deputy Secretary-General Liu also presented plaques to new member institutions—Beijing Qibang Xianhui Law Firm (new council unit) and two member firms—strengthening the cross-border legal service network.
The conference clarified the committee’s role and direction, laying a foundation for a professional, standardized, and internationalized legal service system to support Chinese enterprises' global expansion.
