10月28日, 2025中企出海全球合作论坛暨中海协法律服务专业委员会成立大会在北京长安俱乐部成功举行,会议主题为“完善海外法律服务,护航企业出海发展”,由中国产业海外发展协会(简称:中海协)主办。来自尼日利亚、赞比亚、尼泊尔等国驻华使节、政企代表、法律界人士近200人参加,中国产业海外发展协会会长和振伟、尼日利亚驻华使馆临时代办吉米·埃比·帕特里克、中国产业海外发展协会法律专业委员会名誉理事长王公义、全国律师协会副会长韩永安及中国大唐集团国际部副主任赵晓菲出席并致辞。会议围绕企业出海法律风险、合规体系建设等议题交流探讨,共探全球化合作新路径。
和振伟强调,中海协成立二十年来,始终致力于发挥政府与企业间的桥梁纽带作用,为中国企业“走出去”提供全方位服务。在共建“一带一路”迈向高质量发展新阶段和全球经贸环境日趋复杂的背景下,成立法律服务专业委员会意义重大,标志着协会在服务中国企业海外投资方面的专业服务能力得到进一步深化和升级,专业法律服务是中国企业国际化进程中防范风险、行稳致远的关键保障。
尼日利亚驻华使馆临时代办吉米·埃比·帕特里克在分享中,全方位解读了尼日利亚的投资环境与合作潜力,包括稳定局势、人口红利、基建进展及能源、农业等重点产业缺口,还介绍了税收减免、简化审批等吸引中国企业的优惠政策,并表达了期待与中国企业在多领域深入交流、实现共赢的意愿。
王公义表示,中海协法律服务专业委员会要为中国企业出海发展提供优质的法律服务,为其海外拓展之路提供精准、专业的法律服务支撑,助力企业平稳“走出去”。横向联动专家、境外合作机构等优质资源,凝聚全国优秀同业力量,通过协同研讨制定解决方案,为出海企业构建坚实的法律保障。
韩永安提出,国际市场规则复杂、贸易摩擦频发,中国出海企业要实现“知规而行、依规而进”,亟需专业法律服务保驾护航,成立中海协法律服务专业委员会正是应对这一需求的关键举措。他期望该委员会充分发挥引领与协调作用,进一步推动涉外法律服务资源整合,强化妥善化解贸易摩擦的专业能力,为企业在国际市场的稳健发展筑牢坚实保障。
赵晓菲介绍,大唐集团作为国内大型能源央企,主业涵盖全能源品类,正加速国际化并深度融入国际能源转型。她表示,集团将建立海外业务全流程合规体系,同时通过与中海协法律服务专业委员会加强合作,提升海外业务法律专业水平。
作为论坛的核心议程与重要成果,“中国产业海外发展协会法律服务专业委员会”正式成立、“中国企业出海法律服务护航计划”同步启动:前者以落实“一带一路”倡议、服务企业出海为目标,整合顶尖资源搭建跨域法律服务平台;后者则聚焦整合资源,为企业提供系统性海外风险防范支持。
论坛期间,举办了多场战略合作签约仪式。尼日利亚驻华大使馆与中海协理事单位北京启邦律师事务所签署了合作协议,启邦律所正式成为尼日利亚驻华大使馆的指定合作机构。此外,蓝标科技、濯颜科技等多家企业与北京启邦律师事务所也现场签署了合作协议,展现出法律与产业深度融合,共同服务企业出海的广阔前景。
中国驻哈萨克斯坦前大使张霄、商务部原司长宋和平、蓝色光标集团副总裁张秀斌等重磅嘉宾齐聚现场,带来三场视角独特、干货满满的主题演讲。其中,张霄大使以深厚的外交阅历为底色,从地缘格局与区域合作维度,生动解析了中亚地区潜藏的投资机遇与合作方向;宋和平司长则聚焦《外贸法》核心条款,结合多年监管实践,深入浅出地分享了企业出海常见风险的识别与应对策略;张秀斌副总裁则跳出传统视角,通过鲜活的海外营销案例,为企业破解出海传播难题、抢占国际市场提供了极具实操性的市场化新思路。
会后,中海协和振伟会长、刘剑青副秘书长和与会嘉宾共同参观了中海协法律服务专业委员会及北京启邦律师事务所。

2025 China Enterprises Going Global Global Cooperation Forum & Establishment Ceremony of the Legal Services Professional Committee of China Council for the Promotion of International Trade (CCPIT) Overseas Development Association Held in Beijing
On October 28, the 2025 China Enterprises Going Global Global Cooperation Forum and the Establishment Conference of the Legal Services Professional Committee of the China Council for the Promotion of International Trade (CCPIT) Overseas Development Association (hereinafter referred to as “CCPIT ODA”) was successfully held at the Changan Club in Beijing, with the theme “Improving Overseas Legal Services to Support Enterprises Going Global.” The event was hosted by the China Council for the Promotion of International Trade (CCPIT) Overseas Development Association (CCPIT ODA). Nearly 200 participants attended, including diplomats from Nigeria, Zambia, Nepal and other countries stationed in China, representatives from government and enterprises, as well as legal professionals. Speeches were delivered by He Zhenwei, President of CCPIT ODA, Jimmy Ebi Patrick, Chargé d'Affaires a.i. of the Nigerian Embassy in China, Wang Gongyi, Honorary Chairman of the Legal Services Professional Committee of CCPIT ODA, Han Yong’an, Vice President of the All-China Lawyers Association, and Zhao Xiaofei, Director of the International Department of China Datang Corporation, among others. The conference focused on discussions regarding legal risks for enterprises going global and the establishment of compliance systems, exploring new pathways for global cooperation.
He Zhenwei emphasized that over the past twenty years, CCPIT ODA has been committed to serving as a bridge between the government and enterprises, providing comprehensive services for Chinese companies seeking to “go global.” Against the backdrop of the Belt and Road Initiative (BRI) entering a new stage of high-quality development and an increasingly complex global economic and trade environment, the establishment of the Legal Services Professional Committee is of great significance. It marks a further deepening and upgrading of the association’s professional service capabilities in supporting Chinese enterprises’ overseas investments. Professional legal services are a key safeguard for Chinese enterprises to prevent risks and achieve steady progress in the process of internationalization.
Jimmy Ebi Patrick, Chargé d'Affaires a.i. of the Nigerian Embassy in China, provided a comprehensive overview of Nigeria’s investment environment and cooperation potential during his speech. He highlighted the country’s stable political situation, demographic dividend, infrastructure progress, and key industrial demands in sectors such as energy and agriculture. He also introduced preferential policies aimed at attracting Chinese enterprises, including tax reductions and streamlined approval processes, expressing his hope for in-depth exchanges and win-win cooperation with Chinese businesses across multiple fields.
Wang Gongyi stated that the Legal Services Professional Committee of CCPIT ODA should provide high-quality legal services for Chinese enterprises going global, offering precise and professional legal support for their overseas expansion, and helping enterprises go abroad smoothly. The committee will horizontally connect with experts, overseas partner institutions, and other high-quality resources, unite top domestic legal professionals, and develop solutions through collaborative discussions, thereby building a solid legal foundation for enterprises venturing overseas.
Han Yong’an pointed out that the international market is governed by complex rules and frequent trade frictions. To achieve “knowing the rules and acting accordingly,” Chinese enterprises going global urgently need the protection of professional legal services. The establishment of the Legal Services Professional Committee of CCPIT ODA is a key measure to meet this demand. He expressed the hope that the committee will play a leading and coordinating role, further promote the integration of foreign-related legal service resources, strengthen its capacity to properly resolve trade disputes, and build a solid guarantee for the stable development of enterprises in the international market.
Zhao Xiaofei introduced that China Datang Corporation, as a large domestic energy central enterprise with a business scope covering all types of energy, is accelerating its internationalization and deeply integrating into the global energy transition. She noted that the group will establish a full-process compliance system for its overseas operations and enhance the legal expertise of its international business through strengthened collaboration with the Legal Services Professional Committee of CCPIT ODA.
As the core agenda and key outcome of the forum, the Legal Services Professional Committee of the China Council for the Promotion of International Trade (CCPIT) Overseas Development Association was officially established, and the China Enterprises Going Global Legal Services Escort Program was launched simultaneously. The former aims to implement the Belt and Road Initiative and serve enterprises going global by integrating top-tier resources to build a cross-border legal service platform. The latter focuses on resource integration to provide systematic support for overseas risk prevention for enterprises.
During the forum, several strategic cooperation signing ceremonies were held. The Nigerian Embassy in China signed a cooperation agreement with Beijing Qibang Law Firm, a council member unit of CCPIT ODA, officially designating Qibang Law Firm as its designated cooperation institution. In addition, multiple enterprises, including BlueFocus Technology and Zhuoyan Technology, also signed cooperation agreements with Beijing Qibang Law Firm on-site, demonstrating broad prospects for the deep integration of law and industry in jointly serving enterprises going global.
Heavyweight guests such as Zhang Xiao, China’s former Ambassador to Kazakhstan, Song Heping, former Director of the Department of the Ministry of Commerce, and Zhang Xiubin, Vice President of BlueFocus Group, gathered at the event to deliver three unique and insightful keynote speeches. Ambassador Zhang Xiao, drawing on his extensive diplomatic experience, analyzed the investment opportunities and cooperation directions in Central Asia from the perspectives of geopolitics and regional cooperation. Director Song Heping focused on the core provisions of the Foreign Trade Law, sharing insights on the identification and response strategies for common risks faced by enterprises going global, based on years of regulatory practice. Vice President Zhang Xiubin offered a fresh perspective beyond traditional approaches, providing highly practical and market-oriented strategies for enterprises to tackle overseas communication challenges and seize international market opportunities through vivid overseas marketing cases.
After the forum, President He Zhenwei of CCPIT ODA, Deputy Secretary-General Liu Jianqing, and the attending guests visited the Legal Services Professional Committee of CCPIT ODA and Beijing Qibang Law Firm.
This event not only marks a milestone in CCPIT ODA’s efforts to serve enterprises going global but also serves as a vivid example of collective action by various stakeholders to address the challenges of our times. The Legal Services Professional Committee of CCPIT ODA will integrate domestic and international legal resources, build a cross-jurisdictional cooperation network, and provide enterprises with comprehensive support including risk early warning, compliance consulting, and dispute resolution, further propelling China’s overseas legal service system for enterprises into a new stage of professionalism and systematization.
