10月24日,“2025中国-上海合作组织投资合作论坛”在北京柏悦酒店举行,主题是“秉承上海精神 共拓投资机遇”。上海合作组织秘书长努尔兰·叶尔梅克巴耶夫,中国产业海外发展协会会长和振伟,青岛市委常委、上合示范区党工委书记张新竹,分别在论坛上发表致辞。来自上合组织成员国、观察员国、对话伙伴国驻华使节、政府代表、工商界及中外企业负责人等300余位嘉宾出席论坛。论坛由上海合作组织秘书处与中国产业海外发展协会共同主办,上合示范区管委会协办,北京CBD国际发展集团承办。
努尔兰·叶尔梅克巴耶夫在致辞时指出,上合组织成员国优先重视加强相互投资活动,在当前地缘经济背景下,这种活动在上合组织内具有越来越明显的区域内性质。秘书长强调了中国在推动上合组织地区投资活动的积极作用,呼吁与会者利用中国-上合组织投资合作论坛的平台,展示相互机遇和具体投资项目,确定务实合作的前景。
和振伟指出,中国产业海外发展协会与上海合作组织秘书处协作紧密、相互支持,始终致力于推动上合国家开展投资与深化经贸合作。中海协将一如既往发挥好桥梁纽带和平台作用,通过持续不懈服务与推进高质量共建“一带一路”,为实现上合区域经济共同发展、互利共赢贡献力量。
张新竹介绍了上合示范区打造“一带一路”国际合作新平台的进展,表示将持续优化示范区营商环境,高质量建设综合性服务平台,为上合各国企业入驻示范区提供有力有效支持,不断建立健全政策机制、创造良好条件,聚力促进共同发展。
“大使对话”环节发言踊跃、富有成效。白俄罗斯驻华大使亚历山大·切尔维亚科夫、哈萨克斯坦驻华大使沙赫拉特·努雷舍夫、吉尔吉斯斯坦驻华大使阿克提列克·穆萨耶娃、亚美尼亚驻华大使瓦赫·格沃尔克扬、马尔代夫驻华大使法泽尔·纳吉布、俄罗斯驻华大使馆公使衔参赞、常驻上合组织代表娜塔莉娅·斯捷普金娜、乌兹别克斯坦驻华大使馆公使衔参赞、常驻上合组织代表萨伊德卡莫尔·阿格扎姆霍扎耶夫等使节,紧紧围绕本国投资政策、优先发展领域、绿色能源合作、跨境物流便利化等议题,抓住机会推介各自投资优势和传递最新市场信息。
面对当前复杂严峻的国际形势,特别是单边保护主义对全球经济环境造成的干扰,本次论坛的成功举行,不仅为上合组织各国投资合作创造了恰逢其时对话交流机会,而且为区域经济的相互开放、繁荣发展作出了积极贡献。
2025 China-SCO Investment Cooperation Forum Successfully Held in Beijing
On October 24, the "2025 China-SCO Investment Cooperation Forum" was held at the Park Hyatt Beijing, under the theme "Upholding the Shanghai Spirit, Exploring Investment Opportunities". Shanghai Cooperation Organization (SCO) Secretary-General Nurlan Yermekbayev, He Zhenwei, President of the China Overseas Development Association (CODA), and Zhang Xinzhu, Member of the Standing Committee of the Qingdao Municipal Committee and Secretary of the CPC Working Committee of the SCO Demonstration Area, delivered opening remarks at the forum. The event gathered over 300 participants, including diplomats from SCO member states, observer states, and dialogue partner states, government representatives, business leaders, and heads of Chinese and foreign enterprises. The forum was jointly organized by the SCO Secretariat and CODA, co-organized by the Administrative Committee of the SCO Demonstration Area, and undertaken by the Beijing CBD International Development Group.
In his speech, Nurlan Yermekbayev pointed out that SCO member states prioritize strengthening mutual investment activities, which are increasingly taking on an intra-regional character within the SCO in the current geo-economic context. The Secretary-General emphasized China's positive role in promoting investment activities in the SCO region and called on participants to utilize the platform of the China-SCO Investment Cooperation Forum to showcase mutual opportunities and specific investment projects, and to identify prospects for practical cooperation.
He Zhenwei stated that CODA and the SCO Secretariat maintain close collaboration and mutual support, consistently committed to promoting investment and deepening economic and trade cooperation among SCO countries. CODA will, as always, play its role as a bridge, link, and platform, contributing to the common economic development and mutual benefit & win-win outcomes in the SCO region through persistent efforts to serve and advance the high-quality construction of the Belt and Road Initiative.
Zhang Xinzhu introduced the progress made by the SCO Demonstration Area in building a new platform for international cooperation under the Belt and Road Initiative. He expressed the Area's commitment to continuously optimizing its business environment, constructing high-quality comprehensive service platforms, providing strong and effective support for enterprises from SCO countries to establish themselves in the Demonstration Area, and constantly improving policy mechanisms and creating favorable conditions to foster collective development.
The "Ambassadors' Dialogue" session featured enthusiastic and productive discussions. Envoys, including Alexander Tserkovsky, Ambassador of Belarus to China; Shakhrat Nuryshev, Ambassador of Kazakhstan to China; Aktylek Musaeva, Ambassador of Kyrgyzstan to China; Vahagn Ghazaryan, Ambassador of Armenia to China; Fazeel Najeeb, Ambassador of the Maldives to China; Natalya Stepanova, Counselor-Minister of the Russian Embassy in China and Permanent Representative to the SCO; and Saidkamol Agzamkhodjaev, Counselor-Minister of the Embassy of Uzbekistan in China and Permanent Representative to the SCO, focused intently on topics such as their respective national investment policies, priority development sectors, green energy cooperation, and cross-border logistics facilitation, seizing the opportunity to promote their investment advantages and convey the latest market information.
The "SCO National Cuisine Festival" was a highlight of the event, serving as both a distinctive immersive cultural experience and a vibrant feature enhancing communication and deepening friendship. The "One-on-One Meeting Area" was fully occupied with consecutive dialogues. The organizers arranged nearly 200 one-on-one meetings, where officials such as commercial counselors from SCO countries' embassies in China and representatives of Chinese enterprises engaged in practical and in-depth discussions on investment cooperation in fields including infrastructure, energy and chemicals, modern agriculture, and cross-border e-commerce, reaching multiple cooperative intentions.
Against the backdrop of the current complex and severe international situation, particularly the disruptions to the global economic environment caused by unilateralism and protectionism, the successful holding of this forum not only created a timely opportunity for dialogue and exchange on investment cooperation among SCO countries but also made a positive contribution to the mutual openness and prosperous development of the regional economy.
