10月14日，和振伟会长率领中海协代表团赴塔吉克斯坦杜尚别，出席2025杜尚别投资论坛。塔吉克斯坦总统埃莫马利·拉赫蒙亲临大会现场并发表开幕致辞。乌兹别克斯坦总理阿卜杜拉·阿里波夫、哈萨克斯坦第一副总理罗曼·斯克利亚尔、联合国欧洲经济委员会执行秘书塔蒂亚娜·莫尔切安等政要与国际组织负责人出席开幕式并致辞。和振伟会长应邀在全体会议上发表演讲。
拉赫蒙总统在致辞中强调，塔吉克斯坦地处中亚中心，是“一带一路”倡议的重要节点国家。他表示，塔政府正大力推进经济结构转型，重点发展绿色能源、智慧矿业、交通物流、农业及旅游业，致力于打造稳定、透明、便利的投资环境。总统特别指出，塔吉克斯坦水资源与矿产资源丰富，欢迎中国企业参与水电、光伏、矿产开发及加工制造等领域的合作。
和振伟会长在演讲时指出，杜尚别投资论坛为展示塔吉克斯坦投资潜力搭建了重要平台，本次中海协专门组织了来自中国12个省份的近20位企业家参加论坛，这些企业涵盖能源、环保、电力、智能制造等多个行业，大家都有与塔吉克斯坦开展合作的良好愿望。希望通过此次访问，帮助和推动更多的会员企业进入塔方市场，共同促进两国经贸投资关系繁荣发展。中国产业海外发展协会将继续发挥桥梁作用，推动更多中方企业赴塔投资，打造互利共赢、前景广阔的合作新格局。
来自20多个国家的政府代表、驻塔使节、国际组织及企业界人士1000余人出席本届论坛。

President He Zhenwei Attended the 2025 Dushanbe Investment Forum
On October 14, President He Zhenwei led a delegation from the China Overseas Development Association (CODA) to Dushanbe, Tajikistan, to attend the 2025 Dushanbe Investment Forum. The forum was organized by the Ministry of Investment and State Property Management of Tajikistan. H.E. Mr. Emomali Rahmon, President of the Republic of Tajikistan, attended the event and delivered the opening address. Other dignitaries and heads of international organizations, including H.E. Mr. Abdulla Aripov, Prime Minister of the Republic of Uzbekistan; H.E. Mr. Roman Sklyar, First Deputy Prime Minister of the Republic of Kazakhstan; and H.E. Ms. Tatiana Molcean, Executive Secretary of the United Nations Economic Commission for Europe (UNECE), also attended the opening ceremony and delivered addresses.
In his speech, President Rahmon emphasized that Tajikistan is centrally located in Central Asia and serves as a key node in the Belt and Road Initiative. He stated that the Tajik government is vigorously promoting the transformation of its economic structure, with a focus on developing green energy, smart mining, transportation and logistics, agriculture, and tourism, and is committed to creating a stable, transparent, and favorable investment environment. The President particularly highlighted Tajikistan's abundant water and mineral resources and welcomed Chinese enterprises to cooperate in areas such as hydropower, photovoltaics, mineral development, and processing and manufacturing.
Following the opening ceremony, President He Zhenwei delivered a speech at the plenary session. He stated that the Dushanbe Investment Forum provides an important platform to showcase Tajikistan's investment potential. The Chinese enterprises accompanying the delegation, representing sectors such as energy, environmental protection, electric power, and manufacturing, are actively exploring cooperation opportunities in Tajikistan. The China Overseas Development Association will continue to serve as a bridge to promote more Chinese enterprises to invest in Tajikistan and contribute to the high-quality development of the Belt and Road Initiative between the two countries.
The forum attracted nearly 400 participants, including government representatives, ambassadors to Tajikistan, international organizations, and business professionals from over 10 countries.
CODA's Senior Permanent Advisor Wu Keguang, along with representatives from relevant enterprises such as Everbright Environment, Shaanxi Taihe, Offshore Investment (Hainan), Zoomlion, Huaxi Energy, Shandong Taikai, Jiangsu Hongli, and Kemeng Energy (Yangzhou), participated in the visits.
