919日,和振伟会长主持专题学习会,围绕912日国务院常务会完善海外综合服务体系要求,结合中海协作为服务企业走出去和共建“一带一路”的专业化平台优势,一要深刻领会政策引导与市场机制结合的要求,主动对接商务、金融、法律等部门,本着有所为有所不为的原则,将如何发挥桥梁和纽带作用具体化,积极主动服务和多视角拓展企业出海路径,深度参与国际产业链供应链合作;二要深入了解企业实际需求,聚焦重点国家、重点领域,梳理企业特别是会员企业在法律合规、金融支持、物流通关等方面的堵点,找准需求清单服务清单,从多方面落实好国务院的新部署新要求,尤其要精准做好企业出海的前置性服务工作;三要用好用活中海协固有特色和禀赋优势,联手地方政府和驻华使馆、我驻外使领馆以及有关商务机构,共同探索如何打造出海综合服务港,以及如何在重点国家设立海外综合服务站的问题,携起手来建设服务企业出海的平台;四要发挥好中海协法律专委会、金融专委会、物流专委会、跨境服务专委会等各分支机构和代表机构的作用,以及各位专家顾问的智慧资源,实实在在为出海企业做好综合性服务保障工作。

China Overseas Development Association (CODA) Studies the Spirit of the September 12 State Council Executive Meeting

On September 19, President He Zhenwei chaired a special study session to examine the September 12 State Council Executive Meeting’s call to “improve the comprehensive overseas service system.” Bearing in mind CODA’s role as a specialized platform that helps Chinese companies “go global” and advance the Belt and Road Initiative, the association agreed on four priorities:

1. Fully grasp the requirement to “combine policy guidance with market mechanisms.” CODA will actively engage commerce, financial, legal and other authorities, follow the principle of “do what should be done, leave what should not,” and translate its bridge-and-bond role into concrete actions. It will proactively serve companies and open up multiple pathways for overseas expansion, enabling deeper participation in international industrial and supply-chain cooperation.

2. Gain an intimate understanding of companies’ real needs. Focusing on key countries and sectors, CODA will catalog bottlenecks—especially for member firms—in legal compliance, financial support, logistics and customs clearance. By matching a “demand list” with a “service list,” it will implement the State Council’s new mandates in a precise manner, with particular emphasis on front-loaded services before companies set sail.

3. Leverage CODA’s inherent strengths. Together with local governments, foreign embassies in China, Chinese missions abroad and relevant commercial bodies, the association will explore the creation of a “Comprehensive Globalization Service Hub” and the establishment of “Overseas Integrated Service Stations” in priority countries, building a joint platform that serves companies throughout their overseas journey.

4. Mobilize every branch and representative office—legal, financial, logistics, cross-border services and others—as well as the intellectual resources of expert advisers, to deliver tangible, integrated support for companies venturing abroad.
